A Sure Bet or Marryin' a Librarian by Patricia Middleton
Mr. Moore, founder of Echo, Texas, dies and leaves the town his fortune. It is stated in his will that the money is to be used for a library, but villain Jack Pott steals the will before it can be read and tries to convince the citizens to build a casino instead! Young and beautiful Paige Turner tries to avert the impending moral evil with the help of heroic Texas Ranger Darren Deeds, who is hot on the trail of another con man--or could the two villains be one and the same?
